Here is the uncomfortable bit first. The best research we have on flashcards says the student who makes the card learns more than the student who is handed it. So a tool whose whole pitch is "turn your notes into 50 flashcards in ten seconds" is, for a learner, quietly removing the part that worked. That does not make AI flashcard generators useless. It makes them a teacher tool first, and a student tool only with rules attached.

This post is for K-12 teachers, department heads and district leads who want retrieval practice in their classrooms without buying a shortcut around the thinking. If you want a tool to make your own revision sets faster (revision is what UK readers call test prep), you are in the right place. If you want an app that lets students skip reading the chapter, you are not.

How This List Was Built

I started from the 32 tools in the directory's student engagement and gamification category, which is where flashcard and retrieval tools live, and pulled out every one that generates flashcards with AI from teacher or student input. That gave a pool of seven. Each was judged on four things: whether the cards it produces are worth studying from, whether a student can edit and write their own cards inside it (that matters, and the next section explains why), the safety posture recorded on the tool's directory card and the vendor's own privacy pages, and honest pricing.

Nobody paid to be here. Vendors cannot buy a place on this list, and the directory's listing tiers had no bearing on it.

Three tools were left out. CoChat has a flashcard feature, but it is a research workspace with a minimum age of 16, so it is not a classroom flashcard tool. EduAIStudio bundles a flashcard generator inside a whole-school platform, and I could not find public pricing to verify. StudySpaces is a test-prep platform for tutoring businesses rather than a flashcard maker. Quizlet, Anki and Gizmo appear in every other list on this results page; they are not in the directory yet, so they are not reviewed here, though I say what I think of them in the FAQ.

Why the Student Should Still Make the Card

The making of the card is the learning; the flipping of the card is only the check. That is not a slogan, it is a finding. Pan, Zung, Imundo, Zhang and Qiu ran six experiments with more than 400 undergraduates and published the results in the Journal of Applied Research in Memory and Cognition in 2022. Students who generated their own digital flashcards outperformed students given premade cards on tests 48 hours later, with an effect size of d = 0.45 on definition questions and d = 0.29 on application questions. The advantage held against premade sets of both high and low quality. The one condition where premade cards won was when students had to transcribe word for word, which ate the time they needed to practise.

Read that alongside what teenagers are already doing. Pew Research Center's survey of 1,458 US teens, fielded in autumn 2025, found 54% now use AI chatbots for help with schoolwork. Making flashcards from a PDF is one of the easiest asks a student can put to a chatbot. If a school does nothing, the default outcome is premade cards, made by a machine, from notes the student may not have read.

So the question for each tool below is not "how fast does it make cards?" It is "what does it let the student do with them afterwards?"

The Under-13 Problem, by the Numbers

Flashcards are the one AI use case where the student, not the teacher, is the account holder, which makes COPPA the first question a US district will ask. Of the 32 tools in the directory's student engagement category, 14 can be used by students under 13 (no minimum age, or a stated minimum below 13), 13 are 13+, and 3 do not state an age at all. Two of the four tools below carry an independent 9ine security assessment, which is two of the four such assessments in the whole category. And 14 of the 32 do not state whether they share data with third parties. That last blank is the one I would ask a vendor about before anything else.

Best for whole-class retrieval practice: Knowt

What sets it apart from Quizlet, its obvious rival, is the school side. That last feature is what turns a flashcard app into evidence of process, not just product.

Watch out for the free tier's reach. Card creation and study modes are free, but unlimited AI summaries, monitored chat activities, auto-graded assessments and the Kai tutor sit behind the Ultra plan, and the study library is vast enough that a student can find a premade set for almost any textbook chapter, which is exactly the shortcut the research warns about. You will need a classroom rule: draft your own set first, then compare.

Best for: high school and middle school departments that want retrieval practice at scale with a teacher view. Not for: teachers who only want to make a quick set for themselves; Wayground is lighter.

Brainscape is the tool for a student who has already made the cards and now needs to remember them for months. Its spaced-repetition engine asks the learner to rate confidence from one to five on every card, and that rating drives when the card comes back. That is the piece Quizlet's Learn mode approximates and Anki does with more friction. AI card creation is on the free plan, capped at "hundreds" of cards, and the cards land in an editor where students can rewrite them, which is the behaviour you want.

What sets it apart is the confidence rating itself. A student who marks a card as a five when they cannot explain it has told you something, and the group plan gives teachers detailed study data rather than a completion percentage. That is process evidence, the kind I argued for in the post on AI-resistant assessment. Watch out for the audience. Brainscape was built for exam candidates and professionals, its grade tags in the directory start at middle school, and the interface assumes a self-directed learner. Elementary students will bounce off it. Also, images and audio on cards need Pro.

Best for: high school exam courses, AP, IB and A-level classes, and language vocabulary. Not for: elementary classrooms or teachers who want live games.

For teachers of younger students, Wayground (the platform formerly known as Quizizz) is the safest place to start, because the flashcards sit inside the same free account as the quizzes and lessons your school probably already uses. Flashcards come with a "pre-read" mode, so students read the set before they are tested on it, and the 25-plus accommodations on the free plan (read-aloud, dyslexia font, translation) live in the same account. What sets it apart from Knowt is that the flashcard set is a teacher artefact. You make it, or AI drafts it from your lesson, and students study it as an assignment. That is the right shape for a nine-year-old and the wrong shape for a sixteen-year-old, which is why it does not top this list overall. It is also the reason it works so well in practice: the teacher controls the deck, so the deck is accurate.

Watch out for two things. The free plan caps storage at 20 items and 100 students, which a busy elementary teacher will hit by October. And the directory's record for Wayground is blank on FERPA, COPPA, hosting and minimum age; I checked the vendor's privacy centre, which states that Wayground complies with FERPA and COPPA and never sells or rents data, but does not say where data is hosted. Ask.

Best for students who should explain, not flip: TikoNote

TikoNote is on this list because it does the thing the research asks for and the other three do not enforce: it makes the student explain. Its Feynman mode has the learner write out a concept in plain words and then gives feedback on the explanation; its "blurting" mode asks them to write everything they remember before looking; and it will generate flashcards and mind maps from any notes or PDF alongside. Flashcards are a component here, not the product.

What sets it apart from Knowt is that its default action is generative. The student produces an explanation, and the AI checks it, rather than the AI producing a card and the student checking it. In cognitive-stretch terms (the amount of thinking a task asks of the student after the tool has done its part), that is the widest stretch of the four.

Watch out for the fact that it is an individual study app, not a classroom platform. There is no teacher dashboard, no rostering and no class view, so it works for a student you recommend it to, not a class you assign it to. The directory records a minimum age of 13 and the collection of name and email, while the App Store listing says the developer collects no data; those two statements need reconciling before a school recommends it to minors.

Best for: high school and post-16 students preparing for exams on their own. Not for: whole-class deployment or under-13s.

How to Actually Choose

Split the flashcard job into its doing and its thinking, then decide who does each. The doing is formatting, storing, scheduling and shuffling cards. The thinking is deciding what deserves a card, phrasing the question so it demands recall rather than recognition, and judging whether you actually know it. Give a machine the doing. Keep the thinking with the student.

Three rules follow from that:

  1. If the students are under 13, choose from the 14 tools in the category that permit it, and let the teacher own the deck. Wayground fits; a student-owned Brainscape account does not.
  2. If the students are 13 or older and the deck is theirs, require a first draft in their own words before any AI generation, then let the AI fill gaps. Knowt's editable cards and hints make that rule enforceable; a generator with no editor does not.
  3. If the course is exam-heavy, measure the process, not the deck size. Confidence ratings in Brainscape and explanation scores in TikoNote tell you whether the retrieval is real. Fifty cards made in ten seconds tell you nothing.

Retrieval practice was the best-evidenced study technique in education before AI arrived. The tools above do not change that. They change how cheaply a student can skip it. What I'd Do This Week

Pick one class and one topic you assessed last term. Have students write five cards each by hand, in Knowt or on paper, before they see anything AI-made. Then let them generate a set from the same notes and compare: which of the machine's cards would they keep, and which of theirs did the machine miss? Collect the comparisons. That single lesson teaches the difference between a card that tests recognition and one that tests recall, and it gives you a process artefact for the unit. Check recall two weeks later with a five-question quiz and see whether the hand-written cards held.
