Four of those six never ask a student to log in. That mattered less last spring than it does this fall. Los Angeles Unified restricted all student access to generative AI platforms for the 2026-27 school year, across every grade, where the previous rule let students 13 and older use approved tools after digital citizenship training (K-12 Dive, September 3, 2026). If your district has done something similar, the question is no longer which AI tutor your students should use. It is which tools you can operate on their behalf.

How this list was built

The pool is the special education and accessibility category in our directory plus every tool in the wider tools index that tags mathematics as a subject area. Selection is on merit: fit for a specific math job, honest pricing, a safety posture a district can actually check, and whether the tool leaves the mathematical thinking with the student. No vendor paid for a place here, and none was asked.

Two names that people expect are missing. Modality Learning tags mathematics and sits in our directory, but its own site describes a platform for universities and institutions, so it is the wrong shape for an elementary resource room. MentoMind is math-capable and lists elementary year groups, but sets a minimum user age of 13, which rules out most of the students this article is about.

Here is what the directory shows, checked September 16, 2026. Of 125 tools listed, 37 tag mathematics as a subject area. Eleven of those 37 also sit in the special education and accessibility category. Nineteen of the 37 say they suit elementary students, and nine of those nineteen set a minimum user age of 13 or older in their own terms.

That last number is the useful one. Almost half the math tools marketed for elementary classrooms are, by their own terms of service, tools for the adult in the room. For a special education teacher that is not a disappointment. It is the shortlist.

Four questions that decide it

The evidence on what helps a struggling math student is unusually settled. The Institute of Education Sciences practice guide Assisting Students Struggling with Mathematics: Intervention in the Elementary Grades (2021) carries six recommendations, all rated strong evidence: systematic instruction, precise mathematical language, concrete and semi-concrete representations, the number line, deliberate work on word problems, and regular timed activities to build fluency.

Nothing in that list is "get an answer faster," which is what most AI math features do. So judge a tool by whether it produces what the evidence asks for.

  1. Can it hold the difficulty still while you change one thing? A student stuck on regrouping needs twenty problems that differ only in the regrouping, not twenty problems of mixed difficulty. Worksheet generators do this. Chatbots usually do not.
  2. Can it show the math, not just state it? Number lines, area models, base-ten blocks drawn on the page. A tool that returns prose about fractions has not given you a representation.
  3. Does it show you the student's method? For an IEP goal you need to know where the procedure broke, which means seeing the work, not the score.
  4. Who has to hold the account? If your district has restricted student access, a tool requiring a student login is not a candidate, whatever else it does.

Best for leveled practice without a login: Brainator

Brainator is the best fit for generating math practice at a controlled difficulty because it produces printable worksheets from a plain-language description and never puts a student in front of the model. Its own page lists math generation from counting through arithmetic, fractions, decimals and algebra, with example prompts at the grain teachers actually work in: "2nd grade addition under 20," "4th grade long division," "Pre-algebra equations" (Brainator). Auto-generated answer keys come with the sheets.

This is question one from the framework, answered directly. You can hold everything still and vary the one skill on the IEP goal.

Watch out for: you get paper and nothing else. No progress record, no error analysis, no data that travels to an annual review. Pair it with something that captures the work.

Pricing: $7 a month, $59 a year, or a one-time lifetime license at $49, advertised as half the usual $99 (Brainator, checked September 16, 2026). Our directory record classifies Brainator as freemium; the vendor's own page shows paid plans only, so treat the free tier as unverified until the record is corrected.

Safety: the directory record states Brainator collects no student data and hosts in the United States, with a minimum user age of 8 and GDPR status marked in progress. Because the teacher generates and prints, no student information needs to enter the tool at all, which is the cleanest position available. Your district will still want to see the privacy policy before it goes on an approved list.

Best for a whole unit with the scaffolds inside: TeachAid

TeachAid is the best fit for building a math unit you can hand to a co-teacher because it generates the lesson plans, assessments, scaffolds and IEP supports as one package rather than as separate requests. The vendor describes "complete units in minutes: lesson plans, assessments, scaffolds, and IEP supports, personalized to your classroom" (TeachAid). Its directory record sets a minimum user age of 18, which tells you plainly what it is: an adult's planning tool.

Watch out for: unit-level generation is the wrong grain for a fluency goal. If you need twenty near-identical subtraction problems, Brainator gets there in one step and TeachAid does not.

Pricing: the vendor states the tool is free for every teacher with no credit card, and schools are pointed toward pilots rather than a published price list (TeachAid, checked September 16, 2026). No public school pricing.

Safety: the directory record lists United States hosting, a minimum user age of 18, and that the tool collects student data. Since students do not log in, what is collected is whatever a teacher types in, which means the usual discipline applies: describe the student's need, do not paste the student's name or record. Read the privacy policy and ask whether your district needs a signed data agreement before classroom materials are uploaded.

Best for a practice space you can watch: SchoolAI

SchoolAI is the best fit for supervised math practice because a teacher builds the space, sets the guardrails and reads the conversation while it happens, which answers question three for a student who cannot yet show their thinking on paper. It is also the highest-rated math-tagged tool in our directory, at 4.92 from 13 reviews. The vendor lists real-time conversation monitoring, teacher-controlled guardrails and differentiated learning experiences as core features.

Watch out for: the free tier is a trial in everything but name. SchoolAI's pricing page lists it as 5 space launches per year, which will not carry a resource room through a semester (SchoolAI). And a student does have to log in, so a district restriction of the kind Los Angeles Unified announced takes this option off the table entirely.

Pricing: no public figures. The pricing page describes Free Trial, Pro and Scale tiers and routes every one of them to a demo request (SchoolAI, checked September 16, 2026).

Safety: the vendor's pricing page states FERPA, COPPA and SOC 2 Type 2 certifications, and the directory record lists United States hosting with no minimum age but notes that the tool shares data with third parties. That combination is exactly the one a district data officer will want to interrogate, so take the privacy policy to them rather than relying on the badge.

Best for finding the broken step in handwritten work: Grade Direct

Grade Direct, the tool our directory still lists under its former name Graded Pro, is the best fit for math error analysis because it reads handwritten work, applies your mark scheme and holds the feedback until you approve it. The vendor states the platform "recognises handwriting, typed work, diagrams, artwork, equations and code," and that teachers preview and edit every piece of feedback before it returns to a student (Grade Direct). For a math IEP goal, that is the difference between recording "4 out of 10" and recording that the student multiplies correctly and loses the place value on the second row.

One practical note: the old address graded.pro now redirects to grade.direct, so any bookmark you saved last year points at a rename rather than a dead product.

Watch out for: credits, not seats. The free tier gives 150 credits and then 50 a month, which is a class set or two, not a semester of grading.

Safety: the directory record lists a minimum user age of 4 and, notably, that the only student data category collected is content created by students. Hosting is in the United Kingdom, which is the thing to raise first with a US district, since several state data agreements ask where records sit. The vendor publishes a privacy policy and terms; read both before uploading student work with names on it.

Best for IEP progress data: FrenalyticsEDU

FrenalyticsEDU is the best fit for progress monitoring because it is built around the IEP rather than adapted to it, and it is the only tool here that sits natively in the special education category with mathematics tagged. The vendor states that educators "collect accurate and quantifiable data that directly align with each student's IEP goals" from a library of standards-aligned skills, with math, English language arts and life skills named as the content areas (Frenalytics).

If your annual review meetings run on hand-tallied probes kept in a folder, this is the tool on the list that changes the meeting.

Watch out for: it is a platform decision, not a Tuesday decision. Adopting it means rostering students, choosing skills and training the team, which is a department-level commitment rather than something one teacher tries out during a prep period.

Pricing: no public pricing. The site offers a free sign-up and routes schools and districts to sales, so treat it as quote-based (Frenalytics, checked September 16, 2026).

Safety: the directory record lists United States hosting, no minimum user age, and student data collection covering name, email, date of birth and performance data, with deletion on request and no third-party sharing. That is a lot of student information in one place. It is appropriate for a progress-monitoring system, and it is exactly why your district should hold a signed data agreement before the first student is rostered. Send your data officer the privacy policy.

Best free option for retrieval practice: Knowt

Knowt is the best fit for no-cost fluency practice because its free teacher plan allows unlimited AI use on teacher-shared files and sets no minimum user age, which is rare in this pool. Fluency work is the sixth IES recommendation, and it is the one that most often gets dropped when a teacher runs out of time to make materials.

Watch out for: Knowt practices what a student already half-knows. It will not teach place value to a student who has not met it. Treat it as the last ten minutes of the lesson, not the lesson.

Pricing: the free teacher plan includes unlimited AI usage on teacher-shared files, incident monitoring, and a cap of 20 file creations. Ultra is $16.99 a month billed annually at $199.99, and school site licenses are volume-based (Knowt, checked September 16, 2026).

Safety: the directory record lists United States hosting, no minimum age, and student data collection, and the vendor markets COPPA, FERPA and GDPR alignment along with incident monitoring on the free plan. Students do log in, so check it against your district's current student-access rule before you build a class around it. The privacy policy is the starting document.

What about Khanmigo, MagicSchool and ChatGPT for math?

  • Khanmigo is the strongest free option for a teacher who wants standards-aligned math planning, and Khan Academy states it is free for teachers, with learner and parent access at $4 a month or $44 a year and district pricing on request (Khanmigo pricing, checked September 16, 2026). Its tutoring side is student-facing, so the same district restriction question applies.
  • MagicSchool is a planning and materials generator rather than a math engine; it is useful for rewriting a word problem at a lower reading level, and weak at controlling mathematical difficulty.
  • Diffit adapts reading level well, which makes it a good partner for word problems and a poor one for computation.
  • ChatGPT will produce practice problems and will also produce wrong arithmetic confidently; if you use it, check the answer key yourself before it reaches a student.
  • Gemini Notebook, the tool Google renamed from NotebookLM in July 2026, is for questioning documents you supply, not for generating math practice.
  • Quizlet remains a study-set tool. It does retrieval, not instruction.

A worked example: one fifth-grade IEP goal

Take a fifth-grade student whose math goal reads: given a two-digit by two-digit multiplication problem, the student will solve with 80 percent accuracy across three consecutive probes. The student knows single-digit facts and loses the second partial product.

Monday, you use Brainator to generate thirty problems that hold the digits constant and vary only whether regrouping is required, plus the answer key. Tuesday and Wednesday, the student works ten of them on paper in the resource room, which keeps the representation concrete and keeps the student off any platform your district has restricted. Thursday, you photograph the two completed sheets and run them through Grade Direct, which transcribes the handwriting and marks each step against your mark scheme, so you can see whether the errors cluster in the second row or in the addition at the end. Friday, the probe result goes into FrenalyticsEDU against the goal, and the data for the annual review accumulates itself.

Total student logins required: none. Total tools: three, each doing one job.

That is the pattern worth copying. The trouble with asking for "the best special education math software" is that it assumes one product should generate the practice, read the work and hold the data. None of them does all three well.

For a student working years below grade level, pick by job, not by brand. Brainator for practice you control, TeachAid for the unit around it, Grade Direct for reading the work, FrenalyticsEDU for the goal data, SchoolAI where students may still log in, Knowt where the budget is zero. Start with the two that fit this week's lesson, and check every one of them against your district's current student-access rule before you build a routine on it.
